Right to Recall (conditional and unconditional withdraw support)

Right to Recall is the most important right after fundamental rights means I should be able to withdraw support to my member of parliament like collision parties does when ruling social servant party (rather they become political parties) does not listen to them, simple!

This is most democratic and effective way to make Member of Parliament listen to public voice in 2100 technical century.

It has many virtues -
It is completely constitutional
It is completely social
It is completely democratic

Unconditional Support Withdrawal (simple format to start with)
0. Precondition is to have mobile phone voting technology.
1. Any person or group can request to Rajyapal to exercise motion of support for his member of parliament.
2. As soon as votes reach 1 lakh, Rajyapal issues a notice for the public votes to be casted within 10 days.
3. People cast their votes through the use of mobile phone voting technology.
4. if 10 lakh people voted to withdraw support then member of parliament is recalled.
5. Then we reelect another member based on new manifesto.

Unconditional Support Withdrawal (refined format to start with)
0. Precondition is to have mobile phone voting technology.
0. Precondition is to have Sensex like Live Candidate Index System (people oriented approach)
1. Any number of people can register themselves as candidate for membership of parliament.
2. People have only one active vote to cast in favor of any candidate.
3. Candidates has ranking based on the no of support votes.
4. Top candidate at last date of the month is automatically Member of Parliament for next one month.

Conditional Support Withdrawal (enhanced format to start with)
0. Precondition is to have mobile phone voting technology.
0. Precondition is to have Sensex like Live Topic Index System (people agnostic approach)

Public can issue a conditional support withdrawn like social servant parties issue whip to its member of parliament to vote as per the wish of social servant party president.
Any person, group can raise its demands and campaign for them. If public favor the agenda they will support it and vote for it, this system answers and resolves the question whether mass public does support the cause or not.

It works like this,
1.
say Anna Hazare group wants to bring or amend Lokpaql Bill, their team produces one set of Lokpal Bill.
(It is debated publicly in media and on roads etc..., public is literate and can debate for its own democracy in 2100 technical century, we do not want to outsource my participation to the member of parliament, that was 1900 century)
2.
Group registers its agenda as parliament question or parliament public notification or whatever process we may device. This entry is given a number and is available to be voted by public, directly and if 1 crore people votes to pick the bill then bill is considered to be picked up to make a law.
3.
Now the Bill produced by the group will not be agreed by many people so after step 2 when bill is marked to be made law then different groups can register their alternate bills. People will vote for multiple bills as a gesture of cooperation (one person can vote for more than one bill) and all the bills having more than 1 crore votes will be available to be voted to make one final law.
4.
Now parliament can debate the agenda (point of debate is to express one’s point of view) and then people will vote to choose only one bill using mobile phone voting technology (one person one vote) to make it final. Than Member of Parliament will oblige the people wish and do the paperwork to enforce the final bill.
5.
Members fail to vote in favor, in spite of public direct verdict (like president is obliged to follow parliament) will lost their membership of parliament, effective immediately after voting. 

Member of Ministry instead of Parliament (advanced format to start with)
precondition
Mobile phone voting technology (to enable people voting)
Live Candidate index or System (to keep place competitive for worthy candidates as for one topic people may choose one person to implement and for another topic people may choose another person, most win-win situation, best person selection for topic wise)
Live Topic index System (to priorities and debate the topic to be implemented)

Member of ministry is a group of ministers, people leading individual ministries. this is not a status quo group but to co operate with other on overlapping areas.
1.
people will enlist themselves to be interested to lead a given ministry (one general minister for day to day work or it can be IAS officer also and others are project wise minister or lead)
2.

people will vote for each ministry individually (or project) to select their person to lead that area like environment, nanotechnology, finance, urban development etc..
3. 
If popularity or ranking sinks then other replacing person leads on.

Mobile Phone Voting Technology
A.
Each and every person in country who is literate like Rajya Sabha members will be issued an permanent mobile telephone no (unique mobile id)
B.
Later on, each and every person will be issued a permanent unique email id through which copy of all official communication will begin to happen also.

Live Candidate Index System
A.
Each person has only one vote to cast
B.
Each person can change his support from current person to another person or become neutral also, at any time but once in a day.
C.
Live Candidate System records the change of votes and recalculates the ranking based on the votes of favor each candidate has.

so simple, it is 2100 century and it is now time to have technical  democracy.

 (It is not 1900 century that we need someone to send in parliament on our behalf to choose our destiny
At that time we send people in parliament because one reason - in time of emergencies we need a group to handle the situation promptly, second reason - parliament does not have that much space, fourth reason - technology was not present at that time)

(We need parliament only for day to day work and not to make or amend laws that better is done by public directly. By defining the laws directly the master guides the servants how to work, so it is master role to define the laws not of the servants)

Era of Technical Democracy involves three systems -

1. Mobile phone voting technology.

5. This is an era of repid productivity, i work 12 hours a day and 6 days of week, my boss is at my head all the day. my leader gave me an environment where i work, work and work so why i can not expect them to work rapidly on govt side, but my work i  myself have to do so let us begin the era of "my democracy my decisions".
6. I know they have concentrated all the economic development to the couple of cities to force me to buy their 600 sq. ft. 2bhk for 40+ lakh and sold myself upfront for next 20 years, my almost all life at the age of 30.

Direct Democratic System

Background:
I am an Indian citizen and I have created this blog to express my views on democratic system of India in specific and democracy in general from the prospective of 21 century advancements (educational, technological, journalism etc..) in society.

I took the liberty, to freely express and share my views, given to me by my Indian constitution on 26-Jan-1950 as fundamental rights.

My thoughts on word Politics used in media and in discussions (very important):

Politics in general is lobbying others, towards achieving one's goal, called agenda.
Politics can be done individually but usually people form groups.
we all do this knowingly or unknowingly from very early of our life.
in a very simple form children makes groups of friends and when a member is offended
other children in group help him by offending the other children.

so for me politics is not a dirty word, politics is lobbying by all means (even fair and unfair), and every individual or group is doing politics (pushes his wish whatsoever it is)
this is why i do not ask anyone weather they are in politics or doing politics.
(like media asks Anna Hazare, Baba Ramdev that you are doing politics)

There is a distinction, when democratic system is applied on politics or politics is exercised within democratic system - the distinction is that physical violence (very much used in the era of Kings) is removed to an larger extent though on 5-jun-2011 early morning congress alliance public servants did strike peaceful and sleeping public in delhi on ramleela ground at 1 am (half night) violating their fundamental right of freedom of peaceful gathering and fundamental right of freedom of speech whatsoever it may be. Congress lead government, a public servant government acted as king and send police like kings soldier to crush opposition as happened all along history :(.

I request to media to stop treating them as king and begin treat them as servent.

I request to media that stop using the word government rather use every time public government.

Defining Party System in Democratic System (very important):

I saw many people posing the supremacy of parliament over public society as though the member of parliament are born king and a king always has rights on the land and the people who lives on there.

king does not ask the public their wish, opinion and makes law whatever suits to himself.

well on the other hand a party system is a system of an informal groups of people from bottom (groups of around 10 people) to the highest  topic wise groups on national level (like environmental policies, healthcare, policies, tranportation policies etc..)
a dynamic group which is formed dynamically on topics only, strictly one topic one group.
one person is member of all the topics he choose to.
a son is agreed on one topic with his father and both joins a matching group for that topic but on another
topic both are not agreed and joins different groups

every person lobbies in his group and the group representative lobbies among group representatives at higher level and so on. every decision comes from the bottom of the pyramid not from elected representative (elected representatives are just a stamp to the decisions made from bottom of topic group system like president is just a stamp of parliament, ,request to media to please highlight this, if public representative does not get approval of their people through their party system or whatever means their constituency people choose then their decisions in parliament are undemocratic, and we just replaced permanent kings with elected kings)

Direct Democratic System

1. grouping, lobbying is just to educate or swing others to the opinions, making momentum


2. the election should be for topics not for constituencies, like environment cabinet of 11 representative, transportation cabinet of 11 representative, Lokpal cabinet of 11 representatives.
representatives are just to do office, paper work not to decide any thing, decision comes directly from mobile phone voting.

3. by mobile phone (specialized network and software) everyone should vote on every and each topic, subtopic directly.
This is true democratic system

4. out of seven days one day in week should be considered as social day (responsible citizenship), one day in week should be considered as personal day and five days should be working day.

Lokpal Bill

1. I want the Anna Hazare team should prepare a draft and Kapil Sibbel team should prepare a draft.

2. public elected servants should present both drafts to the public to vote like election and whichever draft gets more votes public elected servants should stamp them in parliament and implement the clauses within six months.

3. Lokpal should be likewise election commission and SEBI (must not be like TRAI), a completely independent body who can takes suo motu action itself like SEBI and Election commission and has authority to punish like SEBI and election commission. if anyone is not agreed with their decision they can challenge them in court obviously ;)

4. Lokpal body must not be like TRAI which has no power except recommendation and the result is 2G scam. Lokpal body must be like SEBI and Election Commission of India. Lokpal body must be able to punish the corrupt people from prime minister to office boy if any one says he has been unjustified he can go to court to challenge the decision as current congress lead public elected servant are saying about ramleela ground incident.

(We all know the same public servant machinery works corruption less under election commission but get involved in all type of corruption once fall under prime minister office)

To Baba Ramdev

Baba one can not fight with gundas by being only nice (this is why all good people are out of election participation)
The Gundas will come and beat you, laugh at you.
if being nice policy has been worked then after 1965 china attack Nehru has not been raising army.

We got liberty from British by using two sided punch.
one side was the sheer pressure from families in the form of satyagraha (families can not participate armed action)
second side was the krantikaries who punish the British officers who tried to use force against satyagrahies

with this two side of punch, there was a lot of public on road for satyagraha and if British take force action the kranti kari people take care of those officers.

so British has not been able to suppress satyagrahi as day by day as officers who took force action was killed and then slowly they stopped taking action out of fear to be killed by krantikaries.

so it is time to raise your own political party (rather then concentrating self defend) like Baba Saheb Thakre, get your people elected and send them to the parliamnet to change the system.
